But in addition to those 20 players, those already on the roster who do not have an accrued season in the NFL under their belt can take part as well.
For the Colts this year, that is RB Ulysses Bentley, CB Robert Carter Jr., CB Wyett Ekeler, G LaDarius Henderson, WR Owen Coleman, DT Tim Smith, TE Carson Towt, and LB Devin Veresuk.
Teams are also permitted to have players in for a tryout as well. These can other undrafted rookies who didn't land with a team or players who have been in the NFL.
The Colts are hosting 31 players for this year's rookie minicamp tryout, all of whom are rookies, according to Mike Chappell of FOX59.

There will be a non-contact practice or two that take place, but beginning to learn the playbook and how to go about an NFL practice are important aspects of rookie minicamp as well for the incoming draft picks and UDFA additions.
