Phillips, a Frostburg State commit, was second in the state averaging 23.8 points per game. He made 78 3-pointers this season and finished his career as Frankfort’s all-time leading scorer with 1,448 points.
Frankfort, which finished 15-10 and advanced to its first Class AA state tournament since 2010, was awarded the PVC team championship.
Phillips was joined on the All-PVC squad by teammates Bryson McKenzie and Kycin Waites.
Keyser was represented by Braylon McGreevy, Grayson Lambka and Trey Dawson.
Hampshire’s Matt Medina and Ayden Crabtree and Berkeley Springs’ Sammy Stotler rounded out the team.
