The next wave of NFL free agency is set to begin as several former Raiders remain unsigned after the draft. Teams are reassessing their needs and potential signings following the completion of the NFL Draft.
The first few waves of free agency happened back in mid-March. But at that point what you actually see about a six-week pause. Once the high-priority free agents join their new teams, teams step back and wait for two things that happen right about the same time -- the NFL Draft and the end of the comp pick formula window. Both of which just ended, creating what figures to be a new wave of free agency.
Prior to this, any free agents the team signed or lost counted toward the formula used to decide how many comp picks each team receieves, if any. So, if a team values the potential comp picks they could receive more than the available free agents, they will wait.
Also, going into the draft, teams don't entirely know which positions they will be able to properly address. Now that the draft is complete, they can reassess the areas they could use some competition and depth. For instance the Raiders have several needs still coming out of the draft.
Speaking of the Raiders, there are also a lot of free agents Las Vegas didn't re-sign who are still unsigned. Many of whom it's possible we could see find a home in this new wave.
Of the some 17 unrestricted free agents from the Raiders who hit the market last March, only four signed with new teams -- QB Kenny Pickett (Panthers), T Stone Forsythe (Panthers), S Lonnie Johnson (Dolphins), and CB Darnay Holmes (Falcons). The other 13 are still looking for a new team.
With OTA's starting up in a few weeks, you can expect a few of these guys to find a new team. But it's pretty telling, surely, that so many of the Raiders' 3-14 team last season are still out there.

Several former Raiders players remain unsigned, but specific names are not detailed in the provided information.
The timing is influenced by the completion of the NFL Draft and the end of the comp pick formula window, allowing teams to reassess their needs.
Teams may delay signing free agents to maximize potential comp picks, which are determined by the players they sign or lose during free agency.
