Fernandez will serve the last game of his ban against City for comments made about his future during the international break.
It had been reported Chelsea players wanted Liam Rosenior to overturn the ban ahead of the crucial game, but seemingly it will be upheld.
With both Fernandez and Reece James absent, attention will turn to who leads the team out against Pep Guardiolaâs side.
Cole Palmer was handed the armband against Port Vale, but there will be other options such as Tosin Adarabioyo and Caicedo.
Rosenior has confirmed Fernandez will remain vice captain and part of the leadership group, with the Blues reportedly open to him captaining the club again this season.
However, The Guardian have reported Caicedo is expected to be captain on Sunday, despite Rosenior praising Palmer for how he led the side against Port Vale.
Caicedo has captained the Blues on a number of occasions previously, and it would be a surprise if he wasnât leading them out this weekend.
