The Los Angeles Dodgers could breathe the wrong way, and people would still be upset about what they do. The unfortunate reality for the Dodgers is that people are going to hate on them because of how much money they spend, no matter what that means.
The Dodgers are loaded from top to bottom with star players, and a lot of that should be viewed as a good thing, and show how difficult it is to actually win at this level by spending as much money as they do. A lot of teams in Major League Baseball spend a lot of money, too, and don't succeed anywhere near the level that the Dodgers do.
Regardless, there now seems to be another reason the Dodgers are the talk of the league, at least among higher-ups in baseball, which regards Shohei Ohtani and roster limitations.
“The current rules limit teams to 13 pitchers on their 26-man roster, but since Ohtani is a two-way player, he doesn’t count towards the Dodgers’ roster limit, in essence giving the Dodgers 14 pitchers.
“GMs want the ability to construct the roster the way they desire, enabling them to have more pitchers on the roster and fewer position players, if they so choose. The original rule was designed to speed up games with fewer available relievers and pitching changes, but with a pitch clock now greatly speeding up the game in place, that concern may be alleviated,” Bob Nightengale of USA Today .

In a sense, I understand what Nightengale is saying here, as it is a bit unfair, but it's also important to remember that Ohtani is just one of a kind, and there are going to be benefits for the team that has him on the roster.
I don't want to say that something might not have to change for this to be fair to others around the league, but it would be tough to find a perfect path to fix all of this.
