TOPEKA — The moratorium proposed to the KSHSAA Board of Directors did not pass on Thursday, April 23.
The rule was set in three different parts. There was an Easter week moratorium, a Sunday moratorium and a Wednesday evening moratorium.
The moratorium was voted on three different times. The Easter week and Wednesday evening moratoriums were never motioned, meaning no vote was needed resulting in a failure to pass.
The Sunday evening moratorium was motioned by Adam Hurla, the principal of St. Marys and Big East Conference representative. The vote failed to pass 58-4.

Prior to the vote, Fr. Daniel Duling, pastor at St. Rose of Lima in Mount Vernon and St. Louis in Waterloo, advocated for the moratorium speaking during the public forum.
“In Kansas, we have long valued faith, family and community,” Duling said. “As adults, our role is to guide and inspire students, not to put them in positions where every choice comes with unintended penalties.”
Angie Bittner also spoke in favor of the rule change. Bittner is a youth ministry coordinator with Duling. She is also the former Silver Lake volleyball coach from 1998-2007, along with being a former Washburn University athlete.
“We ask that you give consideration for downtime, for rest and recovery of their bodies and their minds and their hearts,” Bittner said. “Of course, as God intended, keep the Sabbath holy. If students are bold and courageous enough to seek faith as their anchor, that they can do so without penalty of our Kansas coaches and programs.”
